Infra is now ready to use constraints everywhere, adapt the venv environment to use the default install command instead of a specific non-constrainted install command. With this change, now all tox environments use constraints. Change-Id: Ibb73b4a27b5b0462a9e9f2dd80e437bcc8c7f8f4
