Address a few improvements we agreed to cover in follow-ups. Also fix a few problems detected during the code update. - Fix SEV-ES rp not purged when SEV and SEV-ES are disabled at the same time. The previous logic requires 2 cycles which is not necessary. - Fix the lack of NOKS policy in SEV-ES.
