Alexander Bashmakov aba02eaa68 Remove unused _i18n.py shim. ...

This patch is part of the effort to remove copies incubated
Oslo code [1]. Removed unused openstack/common/_i18n.py which
graduated to oslo.i18n back in Juno release [2].
