Since pbr already landed and the old version of hacking seems not
work very well with pbr>=2, we should update it to match global
requirement.

As the tempest_lib is deprecated and the code has been moved into
tempest. We should use tempest.lib insteded of tempest_lib.

Add possibility to generate release notes to glanceclient.
We need this because it helps to prepare good documentation
and provide useful info to Openstack users.

devstack produces a file called clouds.yaml already with credentials in
it. Rather than producing our own config file to run functional tests,
just consume the clouds.yaml file that's already there.

This commit enables new flake8 checks:
* E265 block comment should start with '# '
* H405 multi line docstring summary not separated with an empty line
* E123 closing bracket does not match indentation of opening bracket's line
* H238 old style class declaration, use new style (inherit from `object`)
* E128 continuation line under-indented for visual indent
and makes related changes in the code.

mock 1.1.0 was released on 10 July 2015 which prevents users from using
non-existent assertion methods. This broke the test in the diff.

To make this work we create a different HTTPClient that extends the
basic keystoneclient Adapter. The Adapter is a standard set of
parameters that all clients should know how to use like region_name and
user_agent. We extend this with the glance specific response
manipulation like loading and sending iterables.

requests-mock is a tool specifically designed for mocking responses from
the requests library. Use that instead of handling mox and mock
ourselves.
