Adding nosehtmloutput as a test dependency allows nose to output its
results to an html file. This will be used by Jenkins to save logs on
a different server.

Upgrade the common setup code to the latest versions, and use setuptools-git
for sdist tarball generation.

Additionally, remove the pep8 dep override in tox.ini so the dep we
set in tools/test-requires is actually used
