Move py35 jobs to latest python3

glanceclient-tox-py35-keystone-tips and glanceclient-tox-py35-oslo-tips
jobs run on py35 which should be moved the newer python3 version.

Moving them to py3 env so that they can pickup the available
python version on running node.
