fixed some typos and reword the statement for better
readability in stable_api.rst file.
also, do some enhancement on /extensions API about it
is already deprecated and no more add to it.

V2 API is totally removed, we can update document to tell this
to reader, keep this document might be helpful to some users
who are new to V2.1(legacy)/V2.1 concept.

This document describes the expect of Nova REST API from Nova team. Also can
