Balazs Gibizer 14e68ac6e9 Rename [pci]passthrough_whitelist to device_spec
A later patch in the pci-device-tracking-in-placement work
will extend the existing [pci]passthrough_whitelist config syntax.
So we take the opportunity here to deprecate the old non inclusive
passthrough_whitelist name and introduce a better one.

All the usage of CONF.pci.passthrough_whitelist is now changed over to
the new device_spec config. Also the in tree documentation is updated
accordinly.

However the nova code still has a bunch of references to the
"whitelist" terminology. That will be handled in subsequent patches.

Dmitrii Shcherbakov 419391e97d Document remote-managed port usage considerations
While most of the SR-IOV related documentation resides in the Neutron
repository which is going to have a separate section on the topic of
supporting remote-managed ports and off-path networking backends, there
are still some things specific to Nova which are worth documenting in
Nova docs.

This beefy patch closes a long-standing TODO and allows us to move yet
more information out of the flavors guide and into specific documents.
This, combined with existing documentation in place, means we can remove

Balazs Gibizer 8c9d6fc8f0 Ignore PCI devices with 32bit domain
Nova and QEMU[1] supports PCI devices with a PCI address that has 16 bit
domain. However there are hypervisors that reports PCI addresses with
32 bit domain. While today we cannot assign these to guests this should
not prevent the nova-compute service to start.

This patch changes the PCI manager to ignore such PCI devices.

Please note that this patch does not change fact that nova does not
allow specifying PCI addresses with 32bit domain in the
[pci]/passthrough_whitelist configuration. Such configuration is still
rejected at nova-compute service startup.

Matt Riedemann d780216c6a doc: fix physets typo
I'm pretty sure this was meant to be physnets given the
context and this was added with Ide262733ffd7714fdc702b31c61bdd42dbf7acc3
which is about provider physical network affinity to NUMA nodes.

Stephen Finucane 803f85d7e6 scheduler: Start utilizing RequestSpec.network_metadata
Now that we have this information, we can use it as a pre-filtering for
suitable hosts.

With this patch we complete the blueprint. As a result, documentation
and release notes are bundled in the patch and previously inactive tests
are now enabled.
