policy file default and JSON format 'policy.json' is now
deprecated. Let's replace all the ref and test start using the
policy.yaml.

The api documentation is now published on docs.openstack.org instead
of developer.openstack.org. Update all links that are changed to the
new location.
Note that Neutron publishes to api-ref/network, not networking anymore.
Note that redirects will be set up as well but let's point now to the
new location.

Remove the 'os_compute_api:os-flavor-manage' policy.
The 'os_compute_api:os-flavor-manage' policy has been deprecated
since 16.0.0 Pike.
The policy has been replaced with the following policies.
- os_compute_api:os-flavor-manage:create
- os_compute_api:os-flavor-manage:delete

This is a follow up to change I0f206d9db70465d8ce6b1404f546f3e00eeb6e23
where we changed the docs from using "nova flavor-update" to
"openstack flavor set --description" but unlike nova CLI which
negotiates the highest available microversion by default, OSC does not
and defaults to 2.1 which won't work when trying to set a flavor
description. This change adds the --os-compute-api-version option
to the command line example to make that command work.

There are currently two docs describing flavors in 'admin', which
contain a lot of overlapping information. Fix this by keeping the
configuration guide (how to create, delete, modify flavors) in
'admin', while moving the reference-style parts into 'user'. We
cross-reference the two internally.
Given that large chunks of this needed to be rewritten, we've taken the
opportunity to fix a poor description for the RXTX factor, closing a
longstanding bug in the process.

This fixes the two points in the note at the top of the
flavors page:
1. The policy rule in the first bullet was old so it's updated.
2. As of Ifa4e9cdfbbac1a1d4bf28679b24a17b13f637ddd in Pike,
Horizon no longer allows you to 'edit' a flavor by default.
Rather than try to explain historical bad behavior and the
new default behavior in the Dashboard, the second bullet is
simply removed.
