This one is long because network quotas aren't a thing when using
neutron, which means we need to remove them from all the samples.

This microversion makes the following changes:
1. Deprecates personality files from POST /servers and the rebuild
server action APIs.
2. Adds the ability to pass new user_data to the rebuild server
action API.
3. Personality / file injection related limits and quota resources
are removed from the limits, os-quota-sets and os-quota-class-sets
APIs.

A regression was introduced in the 2.36 API microversion where the
'force' parameter was missing from the 'PUT /os-quota-sets/{tenant_id}'
API request schema so users could not force quota updates with
microversion 2.36 or later. The bug is now fixed so that the 'force'
parameter can once again be specified during quota updates. There is
no new microversion for this change since it is an admin-only API.

'networks' quota can be available based on config value.
api-ref should show that for quota-set APIs and also sample files
so that it can be tested somewhere.
Also adding it to quota class APIs sample files also.

Currently v2 and v2.1 have separate functional tests and their
corresponding sample files. As v2 and v2.1 are supposed to be identical,
there is overhead to maintain two set of functional tests and sample files.
We can have one set of tests which can run for both v2 and v2.1.
This commit merges quota_sets functional tests.
In V2 quota has following extensions
- os-server-group-quotas
- os-quota-sets
- os-extended-quotas
- os-user-quotas
In V2.1, all the extensions from V2 are merged into os-quota-sets.

this review we entirely remove all the testcases and supporting files.

DocImpact: our previous default quota of ten was poorly thought through
and resulted in upgrade problems. Instead, let's have operators opt into
fixed IP quotas. This change should be mentioned in release notes please.

Implements: blueprint tenant-networks
Adds a new API extension that supports a more tenant-centric model for
interacting with isolated networks. Additionally, the patch renames the
existing networks extension as os-admin-networks to more fully fit the
self-described implementation. Two new novaclient extensions and a
novaclient change accompany this patch.
