Stephen Finucane 5da2dc2060 setup: Remove pbr's wsgi_scripts
This is technical dead end and not something we're going to be able to
support long-term in pbr. We need to push users away from this. Doing so
highlights quite a few place where our docs need some work, particularly
in light of the recent removal of the eventlet servers.

Sylvain Bauza 98885344bd Fix fill_metadata usage for the ImagePropertiesWeigher
When using the weigher, we need to target the right cell context for the
existing instances in the host.
fill_metadata was also having an issue as we need to pass the dict value
from the updated dict by keying the instance uuid, not the whole dict of
updated instances.

Balazs Gibizer e25418c857 [doc]Remove eventlet based API endpoints
The previous patch[1] removed the entry points. As there is sizable
amount of doc change needed to remove all the references from the doc
to the removed entry points a separate patch, this, is created to do so.

Sylvain Bauza acd6c733c6 Add a new ImagePropertiesWeigher
This weigher will check how many instances in the host have the image
properties that are requested and will prefer by default to pack
instances with the same properties.

Implements blueprint: image-metadata-props-weigher

Sahid Orentino Ferdjaoui 3cd26b0a08 scheduler: AggregateMultitenancyIsolation to support unlimited tenant
This commit removes the previous limitation on the number of tenants
that can be filtered using the `filter_tenant_id` aggregate property
in the AggregateMultitenancyIsolation scheduler filter.

The `filter_tenant_id` can now be used as a suffix, allowing for an
unlimited number of tenant ID properties to be set on the
aggregate. This update maintains backward compatibility.

Sean Mooney 33a56781f4 fix sphinx-lint errors in docs and add ci
This change mainly fixes incorrect use of backticks
but also adress some other minor issues like unbalanced
backticks, incorrect spacing or missing _ in links.

This change add a tox target to run sphinx-lint
as well as adding it to the relevent tox envs to enforce
it in ci. pre-commit is leveraged to install and execute
sphinx-lint but it does not reqiure you to install the
hooks locally into your working dir.

Sylvain Bauza ca3fbb4d15 Add a new NumInstancesWeigher

Sean Mooney 5edd805fe2 Remove deprecated AZ filter.
This change remvoes the az filter and always enabled
the placement pre-filter. As part of this removal
the config option to control enabling the pre-filter
is removed as it is now mandatory.

The AZ filter docs and tests are also removed and an upgrade
release note is added.

Sean Mooney 1260cdd492 update default overcommit
This change updates the cpu and ram initial
allocation ratios to 4.0 and 1.0 to reflect
the typical values that are suitable for non web
hosting workloads.

Stephen Finucane deae814611 Remove the PowerVM driver
The PowerVM driver was deprecated in November 2021 as part of change
Icdef0a03c3c6f56b08ec9685c6958d6917bc88cb. As noted there, all
indications suggest that this driver is no longer maintained and may be
abandonware. It's been some time and there's still no activity here so
it's time to abandon this for real.

This isn't as tied into the codebase as the old XenAPI driver was, so
removal is mostly a case of deleting large swathes of code. Lovely.

Stephen Finucane 0564006a0a docs: Add notes about IoOpsWeigher, BuildFailureWeigher
A recent customer call highlighted some misunderstandings about the two
weighers in the nova tree. Firstly, the basis for the metrics used by
the 'IoOpsWeigher' was not well explained and required some spelunking
through the code to understand. Secondly, the 'BuildFailureWeigher'
multiplier, configured by '[scheduler] build_failure_weight_multiplier',
defaults to a very large value for reasons that are not apparent unless
you read the commit logs for that weigher (hint: it's because we wanted
to preserve the behavior of the older filter-based approach to handling
nodes with build failures). Expand the documentation to fill both gaps.
In the process, we also correct some small nits with this doc, mostly
centered around whitespace.
