This adds two tests and updates the cross-cell resize docs to
show that _poll_unconfirmed_resizes can work if the cells are
able to "up-call" to the API DB to confirm the resize. Since
lots of deployments still enable up-calls we don't explicitly
block _poll_unconfirmed_resizes from processing cross-cell
migrations. The other test shows that _poll_unconfirmed_resizes
fails if up-calls are disabled.

With the fix for bug 1781286 for reschedules during server
create and resize/migrate, we can update the cells v2 docs
saying the up-call issue for that big is now fixed.

Turns out we've a *lot* of disparate metadata systems. Attempt to both
link them somewhat through extensive cross-referencing and extract out
deployment-specific stuff from user-facing docs. Lots of changes here,
but in summary:
- Split out admin-focused content from the metadata API, config drive,
user data and vendordata docs.
- Merge the config drive, metadata service, vendordata and user-data
user docs, which are mostly talking about the same thing and are
fairly barren without the deployment components
- Make use of various oslo.config and Sphinx roles
Side note: I miss when we have tech writers to do this stuff for us :(

As discussed in the mailing list [1] since cells v1
has been deprecated since Pike and the biggest user
of it (CERN as far as we know) moved to cells v2
in Queens, we can start rolling back the cells v1
specific documentation to avoid confusing people
new to nova about what cells is and making them
understand there was an optional v1.
There are still a few mentions of cells v1 left in
here for things like adding a new cell which need
to be re-written and for that I've left a todo.
Users can still get at cells v1 specific docs from
published stable branches and/or rebuilding the
docs from before this change.

Adds configuration option ``[api]/local_metadata_per_cell``
to allow user run Nova metadata API service per cell. Doing
this can avoid query API DB for instance information each
time an instance query for its metadata.

Due to change I8d426f2635232ffc4b510548a905794ca88d7f99 in Pike,
which ironically was meant to avoid up-calls (I think), it
introduced an up-call during reschedules for server create and
resize to set the instance.availability_zone based on the
alternate host selected during the reschedule.
This adds the up-call to our list of known issues in the cells
v2 docs so we can track the issue and make people aware of it.

As of Rocky, the cell databases are being used for storing console
authorizations, so the layout for running console proxies has
changed from global to a deployment to per cell.

need to the host aggregate up-call when doing non-block
live migration in the xenapi driver. This change adds a note
in the cells v2 layout docs saying the upcall is resolved.

The affinity and anti-affinity server group policy is enforced by the
scheduler but two parallel scheduling could cause that such policy is
violated. During instance boot a late policy check was performed in
the compute manager to prevent this. This check was missing in case
of rebuild. Therefore two parallel evacuate command could cause that
the server group policy is violated. This patch introduces the late
policy check to rebuild to prevent such situation. When the violation
is detected during boot a re-scheduling happens. However the rebuild
action does not have the re-scheduling implementation so in this case
the rebuild will fail and the evacuation needs to be retried by the
user. Still this is better than allowing a parallel evacuation to
break the server group affinity policy.
To make the late policy check possible in the compute/manager the
rebuild_instance compute RPC call was extended with a request_spec
parameter.

The cells v2 layout documentation clearly states that there are no
upcalls from cells back to the central API services. This mislead
me for sometime as I could not fathom how a compute node in a cell
was supposed to report its resource info.
It turns out nova looks up the placement service in the keystone
catalogue and contacts it directly which to my mind is an upcall. I
wonder if the author of the not felt that the placement service is
not really part of nova?
