There are few POST API which does not take request
body as mandatory. For example POST 'servers/%s/consoles/
For such API, functional sample tests using some empty
request sample template. And doc/api_samples dir does
not have such empty sample file.
This commit removes those empty sample files and make
_do_post() base method to make body and subs param as optional
for such API.
Also add one missing sample file(non empty) in doc/api_samples dir.

Adding a new microversion for changing the evacuate action behaviour
to call the scheduler anyway unless the admin user provides a force
flag that then keeps the previous behaviour by forcing the conductor
to call the destination without verifying it.

The patch I4217bd00d8c253db522241885dba2847a26af6df made the
on_shared_storge flag optional in the compute api in Liberty.
This patch removes the corresponding onSharedStorage flag from the
REST API as nova can easily detect this information.

Currently v2 and v2.1 have separate functional tests and their
corresponding sample files. As v2 and v2.1 are supposed to be identical,
there is overhead to maintain two set of functional tests and sample files.
We can have one set of tests which can run for both v2 and v2.1.
This commit merges evacuate functional tests.
V2 has below 2 extensions for evacuate
- os-evacuate
- os-extended-evacuate-find-host
which are merged in single plugin 'evacuate' in v2.1
In V2.1 os-access-ip is separate plugin where in v2 it was mixed in server
plugin itself. So os-access-ip extension is enabled for server tests to run
merged functional tests for both v2 and v2.1.

There are lot of duplicate sample files for server POST req/resp
in functional tests.
This patch reuse the server post req/resp sample file for V2
functional tests.

this review we entirely remove all the testcases and supporting files.

Adds an extension for blueprint rebuild-for-ha
Evacuation of VM from a failed host for HA.
New api supports recreate/rebuild modes. With shared storage,
VM is recreated on the target from disk.
Otherwise, rebuild from original image is performed.
