The nova debuger functionality was intended
to help debugging running process however it has
never been reliable due to our use of eventlet and is generally
not required when not using eventlet. I.e. you can just
run the nova console-scripts form a debugger or add pdb
statements as required.
As part of the eventlet removal the debugger functionality is
removed given its untested and undocumented.

The yum command has been replaced by the dnf command in recent releases
of Fedora-based distributions. Use the native command instead of
the alias kept for compatibility.

This change mainly fixes incorrect use of backticks
but also adress some other minor issues like unbalanced
backticks, incorrect spacing or missing _ in links.
This change add a tox target to run sphinx-lint
as well as adding it to the relevent tox envs to enforce
it in ci. pre-commit is leveraged to install and execute
sphinx-lint but it does not reqiure you to install the
hooks locally into your working dir.

This nifty tool provides a extensible way to configure pre-commit hooks
to do everything from running linters to spellchecking [1] and has
already been adopted by a few OpenStack projects [2]. Let's start using
it as a faster, more automatic alternative to the 'fast8' tox target and
iterate on it as we find more things to use it for. The 'fast8' target
is not deprecated though a note is included for end-users to alert them
to this great new tool.
Note that the 'check-executables-have-shebangs' actually failed and
highlighted that the 'contributor/development-environment.rst' document
was marked as executable when it shouldn't have been. This is corrected.

These were deprecated during Stein [1] and can now be removed, lest they
cause hassle with the PCPU work. As noted in [1], the aggregate
equivalents of same are left untouched for now.

All the tox targets require postgres' pg_config to be runnable,
so that always needs installing from brew. Add that and a hint
about python3 from brew and tox from that python's pip.

In the contributor documentation, don't reference specific
distribution versions since they'll inevitably get out of date, and
these instructions are valid for all releases in the last 5 years at
least, and are not likely to change any time soon.

Per the spec [1]:
contributor/ – anything related to contributing to the project or how
the team is managed. Applies to some of the current content under
/developer, we are changing the name to emphasize that not all
contributors are developers and sometimes developers are users but not
contributors.
We currently have a handful of docs that focus on the "how to develop or
contribute" aspects of nova, and these are moved. Docs that focus on
architecture or design decisions for nova are not moved, as these will
go into 'reference'.
A TODO is added to the former 'api_plugins' document as it's mega
out-of-date and needs some serious work.
