Make nova recognize amx-capabilities

Expands the CPU_TRAITS_MAPPING table to let nova report if a compute-node
supports AMX. This enables nova to pick the correct cpu_model when a
SapphireRapids (or newer) cpu is wanted by the flavor.

Implements: blueprint add-amx-traits
